108 houses gutted in Nyigam Village
ITANAGAR, Sept 07: Tragedy struck Nyigam Village, when 108 houses were gutted down by a deadly fire that broke out at midnight today. Hundreds of Granaries were also gobbled up by the fire. The fire which started from a house engulfed the entire village within no time. Nothing could be salvaged from the devastating fire.
Nyigam, located at the periphery of Basar in West Siang considered one of the best planned and wealthiest villages in the area had total 130 houses.
A source informed that the area does not have fire tenders and it had to be called in from Aalo, the district headquarters which is around 50 kilometers from the Nyigam. By the time, it reached the entire village had turned into ashes.
SP Tushar Taba while speaking to ATNS said “nothing is standing. It’s a heart wrenching scenario”.
An eye witness account reports that even the fields near the village known as one of the rice bowls of the district have been affected.
The victims are being provided temporary relief by ITBF who has pitched their tents while the administration is providing blankets and mosquito nets while the boys and girls hostels of Basar have set up a community kitchen.
SP said that damages will run into crores. The DC Amzad Tak and SP Tushar Taba along with other officials rushed to the area.
All Arunachal Pradesh Students Union general Secretary Tujum Poyom has called on the govt to air drop food and other necessary items and set up relief camps.

ITANAGAR, Sept 7: All Arunachal Pradesh Students Union President speaking on the political development of Tirap Changlang said that with certain outside political parties putting up candidates and propagating their political ambition in the name of origin, region and community is posing a threat to the age old unity of our state.
He said this today while attending the XIIIth general conference cum election of Apatani Students’ Union (A.S.U) at Ziro.
People of the state should not remain indifferent to such developments, he added while asking all to look beyond the boundaries of their own districts.
The president speaking on the occasion lauded the students of the Apatani community for their excellent performance in every competitive examination that have been conducted in the recent time and called upon them to maintain the same tempo.
He pointed out that their success has in a way become a source of inspiration for the students’ community of the state.
He further appreciating the natural beauty of the ziro valley called upon the state government to give equal treatment to the place for tourism development at par with other place of the state like Tawang and urged to expedite the process of establishment of Science and Technology College which is still to see the light of the day. Taking a dig at the pitiable road condition from the state capital to the district headquarter he reminded the state government the importance of HOJ to POTIN road that runs without touching the state of Assam.
It can play a vital role in connecting several districts of the state in times of need and requested for according top priority in AOP for early sanction of necessary fund for repair and maintenance.

APEDA follow up on energy efficiency and conservation
ITANAGAR, Sept 7: A Meeting with the Building owners of 15 Nos. of Government Buildings was held today in Urja Bhawan, Itanagar.
They are Raj Bhawan Building, Civil Secretariat Building, Office Building of Deputy Commissioner, Yupia, BSNL Building, Itanagar, Bidyut Bhawan, Office Building of Chief Engineer, PHED, Banquet Hall, Directorate Building of Agriculture Department, Naharlagun, General Hospital Building, Naharlagun NERIST Main Building, Kendriya Vidyalaya No. 1 and 2, Naharlagun, Rajiv Gandhi Government Polytechnic, Itanagar, Office Building of Chief Engineer PWD (W/Z), General Hospital Building, Pasighat.
The objective behind calling the meeting was to give the building owners a comprehensive idea of the suggestions made in the IGEA report and also to get a feedback from the building owners on the methodologies that can be adopted to implement the suggestions made in the report.
It is worth mentioning here that the Governor of Arunachal Pradesh, (Retd.) General J.J. Singh in his speech as the Chief Guest during the Seminar held on Energy Efficiency & Renewable Energy last year in Banquet Hall, Itanagar had announced the Governor’s Cup for the most Energy Efficient Government Building.
Besides Secretary (Power & NCER) as the Chief Guest, the meeting was attended by representatives of General Hospital, Naharlagun & Pasighat, Dy. Secretary, Rajbhawan Secretariat, Superintending Engineer, DOP, Principals RGGP & KVNo.1, Executive Engineers & Assistant Engineers from CED, NED & PWD (W/Z). A Power Point Presentation was given by Er. I. Ramachandran, Consultant, Epic Energy Limited, Navi Mumbai about the various measures that can be adopted by the Building Owners to conserve Energy. Er. T. Bagra, Secretary, (Power & NCER) in his concluding remarks mentioned that though Arunachal Pradesh is going to be the richest state in terms of Power Generation but we still need to adopt Energy Conservation & Energy Efficiency and make use of Electrical Energy very judiciously.
Under the initiative of the Bureau of Energy Efficiency (BEE), Arunachal Pradesh Energy Development Agency (APEDA) had undertaken Investment Grade Energy Audit (IGEA) of 15 Government Buildings.
Now the Departments whose buildings were taken up for Investment Grade Energy Audit can take the advantage of the Audit Report and can take up measures to reduce their Energy Conservation and win the Governor’s Cup for the most Energy Efficient building, said Director APEDA, Marki Loyi.

State level training prog on PMEYSA
ITANAGAR, Sept 7: The State level Training Programme on Panchayat Mahila Evam Yuva Shakti Abhiyan began here at State Institute of Rural Development (SIRD) today.
Addressing in the inaugural session of the training programme as chief guest, Mapung Tadar, Vice Chairperson, Arunachal Pradesh State Commission for Women expressed her desire that West Siang district Panchayat should act as the model Panchayat for the state as most of the Panchayat elected representatives are educated and at least have the minimum exposure about the role and function of the local self government .
While citing the 33 % reservation of Women for Panchayat , which is yet to be taken place, she said each of the line department should keep some provision for the gender budgeting and the specific allocation should be kept for gender issues. She also called upon the Women Panchayat representatives to act as the vibrant forum to check the domestic violence and child marriage in Arunachal Pradesh and if necessary report the same to the commission for appropriate action.
Bida Gadi, Director, Panchayati Raj, while pointing out the devolution of financial and functional power to the PRIs, said this is the beginning of new era of Panchayat in Arunachal Pradesh .The capacity building of PRIs is the major initiative of the present government to handle the different programme and schemes and to act at the policy device for the state machinery, he said.
Citing the importance of the training, he said now government is keen for the entire devolution of power in the three dimensions such as function, fund and functionaries. For the smooth looking after of the Panchayat activities in the districts, the district Panchayat officer post is created and government is in the planning process for execution of that assignment.
Recently Government has approved Rs 10 Crore for Panchayat development activities and office expenses for Zilla Parishad and Anchal Samiti and Honorarium etc for taking different Panchayat level activities, which will be implemented directly by Panchayats in the respective districts as per population basis.
Regarding streamlining of the planning process in the Panchayat level, specific guidelines have been issued for the preparation of District and Panchayat Plans in the different level. In course of time, the Panchayat Department in the respective district will act as the grievances redressal mechanism in the district level for each of the line department. The state Govt is also expecting some more fund in the 13th Finance Commission Grants.
Tope Bam, Director, SIRD, in his inaugural address cited that Panchayat was the dream of our Father of Nation Mahatma Gandhi and for Arunachal Pradesh it was initiated by Late Daying Ering. The dream of Gram Swaraj only can be fulfilled with the active participation of panchayat representatives in planning and development process.
While citing the different stages of the constitutional amendment, particularly 73rd constitutional amendment and its implementation in Arunachal Pradesh , he expressed the difficulties and grievances faced by the government and expressed that people’s participation and sharing of information is the bench mark of the community development .
Narayan Sahoo, Asstt. Director (Panchayati Raj), SIRD and Course Director of the programme vividly expressed the objective of the programme and specifically cited that PMEYSA is the only programme, where there is ample opportunity for the development of leadership skill and empowerment of Women and making vibrant youth elected PR representatives for State. This programme is the best forum which is acted as the policy dialogue/think tank for the activation of the Panchayati Raj in Arunachal Pradesh.

Ziro: Apprehending further group clashes and disturbing public peace in Hapoli township, a Prohibitory order under section 144Cr.P.C. has been clamped in Hapoli township by District magistrate Sadhana Deori, following a group clash between the supporters of two political parties at Hapoli town this evening.
The prohibitory order restrains any public gathering, organisation of any meetings and processions of more than five people till 12th September next. The order warns of action under section 188 IPC for any one violating the order.
Magistrate and police, who immediately swung into action to control the clash is patrolling the township round the clock to avert any further clashes.

Would it be like giving Chicken to a toothless man?
Madam,
Kudos to the Government of Arunachal Pradesh for inducting flight services to new places one of which is Vijoynagar (Dawodi).The people of Vijoynagar has long felt need of the service since the only means of transportation is by air, the 2 passenger sorties per month from Mohanbari(Assam) was inadequate.
Atlast something to cheer for the people of Vijoynagar, so at this juncture may I take the pleasure to request the Government three things through this esteemed columns.
Firstly, considering the fact that more than 70% of the total populace of Vijoynagar live below poverty line, the charges of flight be adjusted to minimal cost, which can either be from the flight operators or by way of subsidy by the Sate government. If not than the poor ones would not be able to avail the service, it would be just like offering a plateful of chicken to a toothlessman.
Secondly, the ticketing officials should be recruited from and amongst the local youths of Vijoynagar, so that the language should not be a problem and employment to the locals.
Thirdly, and the most important one leaving aside the transportation problems is to restore back the Yobin (Lisu) tribe’s Schedule Tribe status which is rightfully and undoubtedly a genuine problem to be addressed as soon as possible, which at the first instance should not have been revoked. A genuine tribal who had been included before has been removed without any justified reason. It is high time the mistake metted to this tribe be corrected and justice be done.

An appeal to ASU for better society
Madam,
In view of the Apatani Students’ Union (ASU) election, I would like to highlights some important areas for our student community and the student leaders who are going to take responsibility after election.
Students can take responsibility to change the education scenario of Ziro in particular

I poorly request ASU’s support to ban private tution by departmental teachers. It is said that teachers are nation builders and teaching is a noble profession, but it is seen that few teachers forget their noble profession and not committed towards their duties. ASU should gather information from competent authority against such teachers and write letters to the particular teacher requesting him/her to mend his/her duty. ASU or forthcoming ASU leaders should not enjoy their status and power whimsically; they should step forward for overall development without prejudice.
But before reviving the society and system they should revive themselves. They have to be disciplined and honest. They should look like and behave like students only. They should put on proper and acceptable uniform while in school.
I also request the public leaders, general public to support ASU so that it can shoulder responsibility in meaningful way in the greater interest of the student community.

After more than two decades, the Siang Bridge over mighty Siang River at Raneghat in East Siang was opened for public utility on August 10 last. And for this, credit goes to Arunachal Governor J J Singh. The governor had personally visited the project site many a times after he assumed his office, moved concerned union ministry, BRO and instructed the constructing agency to complete the bridge within March 2009.We have seen many leaders and governors since the foundation stone of the bridge that had been laid down by former Prime Minister Rajiv Gandhi at river bank, but no one had taken such bold initiative for early completion of the bridge. The state transborder highway would cross over the bridge connecting area like Mebo, Dambuk, Roing, Anini, Tezu in eastern side and Mariyang and Yingkiong of the Upper Siang district.
Therefore, in my opinion the Governor deserves appreciation from all quarters for his tireless work for the all round development of Arunachal Pradesh.
